2010 European Photo Contest “Railways and Integration. Identities and cultures of a multiethnic Europe”
REGULATION
Article I. Subject and aim of the Contest
The Contest aims at involving European citizens and increasing their awareness about the social inclusion of the most vulnerable groups of the population (migrants, asylum seekers, homeless people, etc.) regardless of their EU or non-EU origin, people with cultures and identities different from those of the target society and thus often unjustifiably discriminated and excluded because of such otherness.
Therefore, the purpose of this Contest is giving visibility to those integration processes developed at European level, particularly in Italy, Spain, France, Belgium, Luxembourg and Poland, in symbolic places such as the railway areas, places of arrival and departure that very often become places of gathering and survival for the most vulnerable groups of the population.
The photos should focus on issues such as acceptance, social inclusion and integration, thus emphasizing those specific actions carried out in support of these people by public and private bodies, associations and railway companies in the railway areas as well as in adjacent accommodation centres.
Article II. Participation requirements
The Contest is open to all EU and non-EU citizens who reside in Italy, Spain, France, Luxembourg, Belgium or Poland, aged 18 or older when submitting the photos. Non-EU citizens must be legally resident in one of the Member States.
All photos must be submitted only by the author, who declares and guarantees:
- to have all the exclusive rights on the work;
- to respect the Law on the Protection of Personal Data;
- that the work has never been submitted to other contests.
In any case the author relieves the organization from any responsibility and potential costs and expenses deriving by the content of the work and he/she also commits him/herself to giving real data.
The authors give Progetto ImmigrazioneOggi ONLUS the permission to reproduce the photos, publish them on websites and use them for any other non-profit form of communication organized by the Organization, even beyond the Contest, and they renounce all property rights.
Article III. Participation conditions and photos technical requirements
The participation to the Contest is open to anyone and free of charge.
Each author can submit a maximum of two photos representing migrants’ faces, images and situations taken in a railway background (trains, railway stations and neighbouring areas) of the six participating countries (Italy, Spain, France, Luxembourg, Belgium and Poland).
Photomontages are not allowed.
Photos can only be submitted online after applying for the Contest, from May 20th, 2010 at 3pm until August 23rd, 2010 at 3pm.
All photos must be uploaded in JPEG format with no less than 800 x 600 (or 600 x 800) pixels and a resolution of 300 dpi, in compliance with the registration form.
Authors must specify the title of the photo, as well as the place and the date in which it was taken.
All the material submitted to the Contest will not be returned.
Each candidate will not be able to sign up with more than one email address associated to the same name (identified by first name, surname and birth date); each email address must correspond to a single candidate.
Article IV. Limits to participation
Progetto Immigrazione Oggi ONLUS associate members and employees can only participate with non-competing works.
Article V. Exclusion from the Contest
The Organization can indicate to the members of the Jury – referred to in Article 7 – all photos considered off topic, of scarce quality, containing pornographic hints or praising violence and racism, that might be excluded from the Contest at its absolute discretion. All photos not compliant with Article 3 or submitted after the closing date will also be excluded.
On the declaration of the Organization, the Jury might also exclude at its absolute discretion those authors who tried to illegally manipulate the popular vote or who didn’t respect the rules of a loyal competition. The possibility for each candidate to ask an acquaintance to vote for him/her is provided for in this Article.
Falsifying personal data when signing up might be another cause of exclusion.
Article VI. Online public voting
All photos accepted for the Contest are uploaded to the “Photogallery” and submitted to the popular vote, that can be cast – after signing up on www.immigrazioneoggi.it – from August 25th, 2010 at 12pm until October 5th, 2010 at 12pm. Both candidates and website visitors can vote.
The Jury will choose the winning photo at its absolute discretion among the fifty photos taken by 50 authors that obtained the highest score at the end of the popular vote. If among the first fifty photos there were no one from the six participating countries, the list will be integrated with one photo from each missing country, following the ranking list.
Article VII. The Jury
The Jury is composed of a President and eight members. Four of them are journalists and photographers working for French, Spanish, Belgian and Polish newspapers and TV stations accredited in Italy; Studio Immigrazione LLP, ITC, ANFP and Ferrovie delle Stato can appoint a judge each. The Jury appoints a Commission composed of three members for the fulfillments referred to in Article 5.
Article VIII. Judgement conditions of the Jury
Photos will be judged for their creativity and originality, for their connection to the topic of the Contest and for their technical and aesthetic qualities.
The decision of the Jury is unappealable and cannot be questioned.
Article IX. Awards
The winner chosen by the Jury among the 50 finalists is awarded with € 1.500,00 and a medal of representation granted by the President of the Italian Republic.
The Jury will also award at its absolute discretion a special prize of € 1.000,00 (one thousand) to a photo taken by a non-EU citizen who legally resides in one of the six participating countries, even if it has not been selected by the popular vote. The special prize will also be awarded with a medal of representation granted by the President of the Italian Republic.
The amount of the prizes may vary only for the better.
Article X. Result of the Contest
The result of the Contest will be announced within October 15th on this website.
The winners will be informed by email at least three weeks before the Award Ceremony.
Article XI. Award Ceremony
In order to claim the prizes, the two winners must provide Progetto ImmigrazioneOggi ONLUS with their ID cards and all certifications required, upon pain of exclusion from the Contest.
The award ceremony will be held in Roma Termini railway station in November 2010.
The Organization will incur any travel expenses to Rome from the residing country (plane or train ticket for the equivalent cost of the public transport + a two nights stay in a hotel in Rome for one person) for the winner of the Contest and for the non-EU special prize winner.
Article XII. Photo exhibition
The Organization will choose at its absolute discretion forty photos (at least two for each participating country) among those uploaded to the Photogallery for the following exhibitions:
November: Roma Termini railway station, during the Award Ceremony;
November 24th: simultaneous opening of the exhibition in Paris (Hotel de Ville) and in the main railway stations of Brussels, Madrid, Warsaw and Luxembourg.
Any other exhibition in Italy or other Member States will be announced in September.
Article XIII. Management of personal data
Personal data are used by the Organization to set up the Contest and to send information about relevant initiatives promoted by Progetto ImmigrazioneOggi ONLUS or by third parties in the same interest.
Progetto ImmigrazioneOggi ONLUS, with legal headquarters in Viterbo, Corso Italia 74, as the holder of personal data management, collects and processes all personal data provided by candidates when applying (referred to in Article III) or signing up (referred to in Article VI) through paper, automated and telematic systems.
Data holder may at any moment exercise all the rights referred to in Article 7 of the Italian Legislative Decree n. 196/'03, including the free access to data, the immediate updating or deletion for violations, the opposition to data processing for the purpose of sending commercial information and advertising by written communication by fax (+39 0761 290507) or email (onlus@immigrazioneoggi.it).
Personal data may be communicated to third parties in order to fulfil legal obligations, or to respect orders by public authorities or to exercise a right during judicial proceedings. With the consent of the holder, data may also be communicated to direct marketing companies that are active in the economic and professional sector in order to offer their products and services. Such companies will become autonomous data holders.
Article XIV. Supplementary clauses to the Rules
The Organization reserves the right to integrate and change the present regulation at any time in order to grant the correct development of the Contest. Any change will be communicated on the website.
Article XV. Acceptance of the Rules
The participation to the contest implies the full and entire acceptance of the present regulation, especially of Articles II, IV and XIII.
